There's a time rift in Cardiff again

This image snapped by Google for its Street View map of Cardiff appears to show a ghost materializing suspiciously close to Torchwood headquarters.

Or, as io9 commenter LowellAutolycus suggests, it's a cast member from the production of Mary Poppins - currently on stage at the Millennium Centre - on her way to the sandwich shop across the street.

But it's highly unlikely.
